MINUTES OF THE  WORONZOF CONDOMINIUM ASSOCIATION
BOARD OF DIRECTORS MEETING

April 13, 2001

Board members present:

Tom Alexander
James Call
Gloria Kron
Kris Conquergood

Opening:  President Tom Alexander established a quorum of the Board was present and began the meeting at 5:30pm. 

Minutes:  The minutes from the March 7 meeting were read and approved as submitted.

Financial Report: The members reviewed the monthly financial report submitted by Mike Courtney, Fiscal Manager.

Old Business:

A.  Follow-up items:

1.  Lillian Lack’s Car:  Joe Fisher followed up on this item and found there is no problem and this item should be taken off the list.

2.  GCI Cable:  Mike Courtney contacted GCI and they are willing to cancel our service.  Kris Conquergood will work with Mike Courtney to draft the letter.  Questions to be resolved:  Do we need to inventory cable boxes?  Do we need to return them?  Can tenants keep them?  Objective is to have a seamless change over.  It was agreed by all that if the questions are resolved a letter should be sent to owners to inform them that the Cable service will be discontinued effective May 31, 2001 and that they must contact GCI directly to institute new service.

3.  Mike Zimmerman’s window leak:  James Call reported that Sunshine Glass will be out the week of April 15th to wash windows and will attempt to fix the leak with calking.

4.  Sprinkler head in trash shoot:  Kris Conquergood reported that Grinnell represented said that they would have to drain sprinkler system and then pull sprinkler head out of the trash shoot; install guard and then bore hole in cement wall to insert back into shoot.  He estimated $400.00 to $500.00.  All board members agreed to look at another option such as asking a handy man to just install protective covering over sprinkler.  Kris Conquergood will follow-up.

5.  Protective Cover for thermostat in the lobby:  Kris Conqergood reported that Central Plumbing and Heating said it was impossible to put cover on baseboard.  Kris checked with Grinnell and they said same thing.  Board asked Kris to check with handyman to see if possible.

6.  Sealing Parking lot and filling hole:  Tom Alexander reported he sent the statement of work of to the McKenna brothers and should have their response by next week.

7.  Weeds on North fence:  When Kris contacts Handyman she will include this in project request.

8.  Window Washing for spring:  James Call reported that window washing should start next week, April 16.  Sunshine Glass was the lowest bid.

9.  Removal of Storage items:  Tom Alexander and Joe Fisher collected the items from the storage area.  James Call took them to the dump.  There are still a few items left in electrical room that need to go to the dump.  James Call agreed to do this some time in May.10.  House Rules:  All agreed to postpone the review until the major spring projects are completed.

11.  Reserve Accounts:  Still under review by board.

12.  Water spigot needs maintenance:  James Call reported that he has been unable to get a hold of Ron Cooper.  He will continue to try.

13.  Calking line where Mac Sign was:  James Call will talk to Ron Cooper about removing calking line.

14.  Carport flashing and Roof flashing:  Contracted completed for $1600.00.  This was below bid.

15.  Roof scupper drain:  James Call will contact Rite Way roofer to install scupper drain and inspect roof and fix cracks.

B.  Review Proposed House Rules:  All agreed to put review on hold until spring projects (Sealing parking lot; roof; windows, etc.) completed.

C.  Parking Rules:  This is part of House Rules and is on hold.

D.  Placement of Reserves for Investment:  Members discussed putting the funds in a Money Market Account in a local bank or with Vanguard.  All agreed to take no action at this time.  Kris Conquergood was directed to ask Mike Courtney to submit to board the monthly bank statement so the board can see just how much interest the present account draws every month.

E.  Reserve Accounts:  The review of the reserve targets for each reserve account is on hold.  Board members will talk with Mike Courtney regarding process to do this.

F.  Article VI, Section 2, Delinquencies:  Kris Conquergood reported that Mike Courtney relayed to her that late fees are charged in accordance with Declarations and By-laws.  Board members stressed the importance of treating everyone the same and that we must follow our Declarations and By-laws.

New Business

A.  Vacuum cleaner:  Kris Conquergood reported that Joe Fisher asked us to check to see if the cleaning people use the red vacuum cleaner down stairs.  It is old and doesn’t work.  If they use it we should get another one.  Kris agreed to check with Janitorial service to see what they need.

B.  Fire Alarm Response:  Kris Conquergood reported that according to Grinnell our fire alarm is not connected to a service to be monitored.  All agreed that we should get bids and start a service.  Kris was asked to follow-up.

C.  Refuse pickup:  Members discussed the overflowing trash bins.  Kris Conquergood explained that she called the Refuse Company and asked for a special pick up on April 13 because both bins were full.  Members asked Kris to check with Mike May to see if Company is picking up on schedule or do we need to add an extra day service.

D.  Easements:  James Call explained that the Black Angus restaurant has an easement on our property and that they are to pay one dollar a year for it.  Mike Courtney informed James that the fee has not been paid for years.  Mike is researching legal documents and will share at next board meeting.

Other

A.  Snow plow damage to West end of Building:  Gloria Kron noted that the West end of the building appears to have been damaged.  Members discussed the need for protective guards and the need to determine what needs to be done.  James Call agreed to look at the damage and report back.

B.  Bike Rack:  Tom Alexander asked the board to consider installing a bike rack.  All members agreed that this is a good idea and should be placed in the South Stairwell.  Tom agreed to check out the costs and report back.

C.  Carport Flashing:  James Call reported that flashing that is attached to building and carport has rotted timber that needs to be replaced.  He felt that a handyman could fix this and that they should use treated wood.  Kris will include this in proposal to handyman.

 D.  Block Heaters; Gloria Kron recommended turning off the block heaters to save dollars.  All agreed.  James Call will do this.
